Controlling von Arbeitsverwaltungen im internationalen Vergleich

Abstract

Das Papier nimmt eine Bestandaufnahme zu den Systemen der Zielsteuerung (Controlling) in den öffentlichen Beschäftigungsdiensten von Dänemark, Frankreich, Großbritannien, Niederlanden, Österreich, Schweden und der Schweiz vor, um vor diesem Hintergrund die aktuellen Reformbemühungen in Deutschland einzuschätzen. Controllingsysteme bleiben notwendig störanfällig und sind daher permanent anzupassen. Die besonders in den skandinavischen Ländern beobachtbaren Abfolgen von Zentralisierung und Dezentralisierung sind auch als Reaktionen auf die Funktionsschwächen der Zielsteuerungssysteme zu interpretieren. Ein dauerhafter Problembereich in der Zielsteuerung ist die fehlende Korrespondenz von (politisch vorgegebenen) Zielen und der verwendeten Kennziffern zu den Aktivitäten der Beschäftigungsdienste. Daher ist auch die direkte Abbildung von Ursache-/Wirkungsbeziehungen im Rahmen des Controllings praktisch kaum möglich. Im laufenden Reformprozess der Bundesanstalt für Arbeit (BA) werden die Potentiale von Controlling möglicherweise überschätzt.
