Die Ergänzung der Haushalts- durch Nutzerfinanzierung von Verkehrsinfrastrukturen

Abstract

Die Infrastrukturerhaltung und ihr Ausbau halten mit der Verkehrsmengenentwicklung nicht Schritt. Sowohl für die Erhaltung, insbesondere aber für den Ausbau, sind neue Finanzierungsmodi gefordert, wenn der Staat nicht in der Lage oder Willens ist, die notwendigen Mittel aufzubringen. Eine neue Arbeitsteilung zwischen Staat und Pri-vatwirtschaft ist zwar gefragt, doch muss die Planungshoheit und Infrastrukturver-antwortung schon aus wohlfahrtsökonomischen Gründen beim Staat bleiben. Hinzu kommt, dass sich Märkte nur für solche Elemente der Verkehrsinfrastruktur instru-mentalisieren lassen, deren Kosten die Summe der Zahlungsbereitschaften poten-zieller Nutzer nicht übersteigen. In diesen Fällen stellt die Ergänzung bzw. Ersetzung der Haushalts- durch Nutzerfinanzierung das ökonomisch effizientere und politisch überzeugendere institutionelle Arrangement dar. In allen anderen Fällen wird der Staat weiterhin auch vollständig für Bereitstellung und Instandhaltung aufkommen müssen.
