Jugendarbeitslosigkeit in Europa: Status Quo und (keine?) Perspektiven

Abstract

Die eklatant hohe Jugendarbeitslosigkeit in vielen europäischen Ländern stellt eine enorme ökonomische wie auch gesellschaftliche Herausforderung dar. Dieser Artikel gibt einen Überblick über die derzeitige Situation in Europa und analysiert die verschiedenen Politikoptionen. Als zentrale Handlungsfelder werden Maßnahmen zur Steigerung der Mobilität innerhalb Europas, Initiativen zur Stärkung der Effektivität beruflicher Ausbildung sowie Anpassungen des Kündigungsschutzes und aktivierender Arbeitsmarktpolitik identifiziert. Obgleich auf europäischer Ebene bereits massive Interventionen angekündigt worden sind, ist ein kurzfristiger Befreiungsschlag nicht zu erwarten. Dennoch sollten vor allem die europäischen Krisenstaaten jetzt zukunftsgerichtete, strukturelle Reformen auf ihren Arbeitsmärkten einleiten.
