El impacto de los programas de inversión pública en turismo sobre los ingresos por turismo en América Latina y el Caribe

Abstract

Analizamos el impacto de la inversión pública en América Latina y el Caribe mediante los programas de turismo promovidos por el Banco Interamericano de Desarrollo (BID) en 11 países de América Latina y el Caribe desde 2010 al 2019. Se aplicaron tres pruebas de causalidad para datos de panel, encontrando causalidad unidireccional desde la inversión turística realizada por el BID hacia los ingresos monetarios por turismo internacional. Esta relación es positiva y significativa señalando que un incremento del 100% de la inversión en turismo de estos programas incrementó los ingresos por turismo en 5,45%. Asimismo, un dólar de inversión en turismo dentro de los programas generó US$ 7,93 de ingresos turísticos, mientras que un dólar de la inversión general en turismo produjo US$ 0,23. Por otro lado, las variables de control (como la renta real en el principal mercado emisor de turismo y los precios relativos) presentaron los signos esperados en la determinación de los ingresos turísticos.
