Abstract

In einer Zeit, in der staatliche Maßnahmen Umschulungen als Mittel zur „Sicherung der individuellen Entwicklungen", zur Anpassung an die sich wandelnde Arbeitswelt und zur Überwindung von Personalschwierigkeiten einsetzen, untersuchen wir die Umsetzung dieser Maßnahmen zwischen 2015 und 2019. Wir beziehen uns auf die DEFIS-Erhebung (Dispositif d'enquêtes sur les formations et itinéraires des salariés ) – Erhebungen zur Qualifizierung und beruflichen Entwicklung der Beschäftigten zur Qualifizierung und beruflichen Entwicklung der Beschäftigten. Wie werden Arbeitnehmerinnen und Arbeitnehmer in die Lage versetzt, oder nicht versetzt, Entscheidungen zu treffen, in die Zukunft zu blicken, staatliche Angebote zu nutzen und ihre Vorstellungen in die Realität umsetzen ? Wir analysieren die Vorstellungen und Karrierewege, wie sie sich konkretisieren und mit externen Faktoren interagieren. Dieser übergreifende Ansatz vergleicht die Umschulungsfähigkeit von gering qualifizierten Angestellten, Arbeiterinnen und Arbeitern mit der Umschulungsfähigkeit des mittel- und hochqualifizierten Personals. Wir schlagen ein Analyse-Raster vor, das auf der von Amartya Sen definierten Capability Approach basiert.
