La carte cognitive négociée : un outil susceptible de rétablir la confiance dans les collectivités territoriales ?

Abstract

L'utilisation des cartes cognitives comme outil d'aide à la décision est à présent reconnue Cossette 2004). La carte cognitive négociée, en particulier, qui consiste à construire un consensus à travers le débat, pourrait se montrer utile pour favoriser la confiance entre les acteurs et accompagner els décisions collectives. Cependant, les structures des organisations peuvent avoir un impact sur les processus organisationnels (Simoni 2008). Les collectivités locales, qui ont à la fois certaines caractéristiques de la bureaucratie (Weber), disposent également d'espaces où s'installe l'anarchie organisée (Cohen, March, and Olsen 1972; Chevallier 1997; Huault 2009). Suite à une étude empirique dans trois communes, nous avons pu constater que ce cadre institutionnel, qui détermine les processus de décision, a un impact sur l'implémentation d'un outil cognitiviste. En effet, là où les procédures sont rigides, les cartes cognitives rencontrent des résistances fortes, tandis que là où l'organisation a des formes plus souples, plus informelles, des « slacks », ou « jeux dans les rouages » se forment, et la carte cognitive négociée devient bien plus efficace.
