Abstract

Le changement institutionnel est le plus souvent abordé par le prisme des pressions extérieures ou des chocs. Cette recherche propose de déplacer la focale pour observer comment les acteurs publics contribuent également à l'évolution des institutions. Pour rentrer dans cette boite noire, nous mobilisons le courant de l'institutionnalisme organisationnel et interrogeons plus particulièrement le concept de travail institutionnel. Pour ce faire, nous menons une étude de cas unique au design enchâssé portant sur la mise en œuvre de vingt-trois projets organisationnels au sein de l'administration pénitentiaire. Notre analyse met en lumière les principaux types de travail institutionnel utilisés ainsi que les leviers et les freins rencontrés. Ces éléments amènent à proposer une nouvelle définition du travail de maintien en mettant en lumière les dynamiques organisationnelles qui participent au changement des institutions.
