Le pilotage des chaînes multi-acteurs temporaires: une analyse des processus décisionnels

Abstract

De nombreux secteurs d'activité (plus particulièrement l'évènementiel, le tourisme, l'humanitaire ou la santé) sont soumis à l'impératif d'apporter une réponse adaptée à des « bénéficiaires » en repensant le mode de coordination de leurs actions sous la forme de chaînes multi-acteurs le plus souvent temporaires. Cet article propose une analyse du processus décisionnel de pilotage de ces chaînes à partir d'une étude comparée de trois cas : les chaînes d'innovation, les chaînes de soins et les chaînes du voyage. Les résultats montrent que le pilotage des chaînes multi-acteurs résulte de multiples décisions imbriquées se référant à des temporalités différentes, qu'il fait intervenir et interagir de multiples décideurs à différents niveaux et que plusieurs mécanismes sont en jeu. L'article identifie aussi certains éléments facilitateurs permettant de faire avec la complexité des décisions de pilotage des chaînes multi-acteurs. L'article contribue à une meilleure compréhension d'un phénomène managérial contemporain complexe qui concerne tout particulièrement les chaînes logistiques et suggère des pistes de réflexion et d'action.
