Le management stratégique en milieu public : entre approches rationnelle, politique et collaborative

Abstract

Bien qu'expérimentés au sein des organisations publiques depuis plus d'une trentaine d'années, la planification et le management stratégique suscitent toujours un certain de nombre de questionnements et de doutes quant à leur capacité à améliorer la performance publique. L'objet de cet article est de s'interroger sur les processus de formation de la stratégie en milieu public et sur le type d'approche stratégique le plus en adéquation avec les caractéristiques de ce secteur. Pour ce faire, et dans un premier temps, une grille d'analyse théorique, fondée sur les trois principales approches de la stratégie dans le secteur public est élaborée. Dans un second temps, une étude cas exploratoire est conduite et met en évidence un processus stratégique complexe qui allie et alterne des logiques décisionnelles rationnelle, collaborative et politique, ainsi qu'un développement planifié et incrémental. Remarques à l'intention des praticiens : cette recherche met en évidence la nécessité de combiner différentes logiques et approches dans le pilotage stratégique des organisations publique : une logique rationnelle, une logique politique et une logique collaborative. Il est notamment souligné l'importance pour les managers publics de développer des compétences en matière de développement et de gestion de réseaux interorganisationnels et de relations interpersonnelles. La capacité à créer des interactions entre une diversité de parties prenantes, internes et externes, à mobiliser et orienter l'intelligence collective vers la définition et la mise en oeuvre de projets et de politiques publics représente une composante clé du management stratégique des organisations publiques.
