Impact de la réforme de la PAC sur les débouchés du corn gluten feed

Abstract

La réforme de la PAC devrait accroître le débouché céréalier communautaire en alimentation animale, au détriment des matières premières importées. Toutefois, l'ensemble des études existantes tend à montrer que la production de produits substituts des céréales (PSC), et notamment de corn gluten feed (CGF), serait peu affectée par la baisse du prix des céréales. Ces études considèrent en effet rarement le développement potentiel du débouché intérieur américain pour le CGF. Or, ce débouché a jusqu'à présent été gommé par l'attrait très fort du marché communautaire, résultant du prix élevé des céréales. La baisse de ce prix est donc susceptible de modifier profondément les tendances observées antérieurement sur les marchés du CGF. Cet article analyse les potentialités d'ajustements simultanés des débouchés du CGF dans l'Union européenne et aux Etats-Unis, à la suite de la réforme de la PAC. L'hypothèse est celle d'une rupture des tendances antérieurement observées du fait du changement des structures de prix des ingrédients sur les deux marchés. Une modélisation de la demande de CGF, basée sur l'approche par la programmation linéaire et la théorie de la différenciation des produits, est proposée de manière à prendre en compte cette rupture des tendances antérieures. On montre alors que la réforme de la PAC est en mesure de dynamiser le débouché américain du CGF. Les importations communautaires de CGF sont dans ce cas plus sensibles à la réforme de la PAC que ne le suggèrent les études existantes.
