Abstract

La réforme de la politique agricole commune (PAC) devrait accroître le débouché céréalier communautaire en alimentation animale, au détriment des matières premières importées. Les études existantes montrent toutefois que la consommation européenne de Corn Gluten Feed (CGF) serait peu affectée par cette réforme. Ces études considèrent rarement le développement potentiel du débouché intérieur américain pour le CGF, qui a jusqu'alors été gommé par l'attrait très fort du marché communautaire. Cet article analyse les potentialités d'ajustements des débouchés du CGF dans l'Union européenne (UE) et aux Etats-Unis (EU) à la suite de la réforme de la PAC. Une modélisation de la demande de CGF, basée sur la théorie de la différenciation des produits, est proposée pour prendre en compte la rupture des tendances antérieures du fait de la baisse du prix communautaire des céréales. On montre que la réforme de la PAC est susceptible de dynamiser le débouché américain du CGF, les importations communautaires étant alors plus sensibles à la réforme que ne le suggèrent les études existantes.
