Abstract

Dans la plupart des pays industrialisés, les gouvernements interviennent dans la production et la commercialisation des biens agricoles pour stabiliser les prix et redistribuer du revenu des consommateurs et/ou contribuables vers les producteurs agricoles. L'analyse de l'efficacité des instruments de politique publique peut être menée dans ce cadre en supposant que le gouvernement cherche à maximiser le bien-être national sous une contrainte de redistribution vers les producteurs agricoles. Ce document s'inscrit dans cette ligne de recherche mais diffère des analyses habituelles en prenant en compte le fait que les produits actuellement soutenus sont à la fois des biens agricoles primaires et des biens agricoles transformés. L'analyse s'attache alors à caractériser l'intervention optimale dans ces deux marchés liés verticalement, sous une contrainte de redistribution vers les producteurs primaires et/ou vers les transformateurs. Les instruments considérés sont les instruments de prix, et la possibilité d'un coût d'opportunité des fonds publics non nul est prise en compte.
