Hedonic pricing of agriculture and forestry externalities

Abstract

Dans cette étude, la méthode des prix hédonistes immobiliers (MPH) a été utilisée pour identifier et évaluer certaines externalités des activités agro-sylvicoles, en travaillant sur le prix de location des gîtes ruraux de Bretagne. Les 600 gîtes de l'échantillon ont été caractérisés par leurs prix de location aux différentes saisons et par trois catégories principales d'attributs : intrinsèques, de localisation, environnementaux. Les variables environnementales décrivent l'utilisation du sol par l'agriculture et la forêt, dans la commune où est situé le gîte. On s'est limité à estimer la fonction de prix hédoniste qui relie le prix du gîte à ses attributs. Conformément aux hypothèses a priori, les cultures fourragères et les élevages hors-sol diminuent le prix de location des gîtes, alors que les prairies permanentes semblent avoir un effet inverse. Les effets de la forêt et des céréales, non significatifs, demandent à être confirmés et expliqués. Affinés et confirmés, les prix implicites pourraient être utilisés pour évaluer les pertes du secteur touristique ou, plus ambitieusement, les politiques agri-environnementales. L'étude comporte néanmoins de nombreuses limites méthodologiques liées aux spécificités des gîtes ruraux, à la définition des indicateurs environnementaux, au caractère fruste des données, et à la forme linéaire de la fonction de prix hédoniste. Les améliorations à apporter aux applications rurales de la MPH sont évoquées en conclusion.
