The EC and US agricultural trade conflict and the GATT round : petty multilateralism

Abstract

Cet article examine dans quelle mesure le compromis Dunkel et l'accord bilatéral CEE-USA de Washington sont compatibles avec la réforme de la PAC et le Farm Bill américain. Le contexte économique et politique de l'Uruguay Round est analysé, afin de justifier le contenu de ce que serait un accord final. Ce dernier devrait être centré sur les politiques commerciales, et plus particulièrement sur la réduction des subventions aux exportations. Les engagements en terme de diminution du soutien interne seraient faibles de façon à minimiser les coûts politiques des ajustements dans les différentes parties contractantes.
