Le projet Mac Sharry : facteurs de sensibilité du débouché céréalier communautaire

Abstract

[fre] Après un rappel des principales dispositions du projet de réforme de la PAC présenté en juillet 1991 par la Commission des Communautés Européennes, cet article en propose une évaluation. Les déséquilibres de marché seraient réduits, le débouché céréalier de l'alimentation animale augmenterait fortement, les revenus individuels en termes réels baisseraient légèrement, mais les dépenses budgétaires augmenteraient assez fortement. La sensibilité du débouché céréalier communautaire à l'ampleur de la baisse des prix des céréales et à la taxation des importations de tourteaux protéiques et de substituts céréaliers est ensuite analysée et discutée. Au total, sans être une révolution, la réforme (dans sa version de juillet 1991) reste d'ampleur et va dans le bon sens, tout en améliorant la position de négociation de la Communauté au GATT. [eng] The Mc Sharry cap reform proposal : how sensitive is the domestic ec grain outlet ? . This paper provides a quantitative assessment of the Me Sharry CAP reform proposal issued by the EC Commission in July 1991. Grain exports would be drastically reduced, feed demand for grains increase substantially, real incomes per head slightly decrease, but budget costs increase. The sensitivy of the increase in feed grain demand to various parameters is then emphasized, particularly to the magnitude of the price cut and to the taxation of imports of protein cakes and substitutes. Overall, the July 1991 proposal does not appear as a revolution but is certainly a large step in the right direction. Furthermore, it improves the EC negotiating position in the Urugay Round.
