Le management territorial : le renouvellement des modes d'intervention publics

Abstract

Progressivement, les périmètres de l'action publique se déterminent de moins en moins par rapport à des activités spécifiques mais davantage en référence à des territoires. Les réformes en matière de décentralisation et d'intercommunalité ont transféré une partie du pouvoir décisionnel et des compétences de l'Etat à des structures locales, exerçant leur autorité sur des territoires institutionnels. Mais ces derniers ne sont pas les seuls lieux d'exercice de l'action publique locale, leurs frontières se révélant parfois trop rigides et étroites pour permettre l'intervention publique contemporaine. En conséquence, les périmètres institutionnels s'effacent parfois devant les territoires de projet (Casteigts, 2003). Comment les manageurs territoriaux gèrent-ils au quotidien ce décalage entre périmètre institutionnel et périmètre d'action publique ? Comment déterminer dans quelle mesure répondre aux sollicitations des parties prenantes ? Cette recherche dévoile une partie des pratiques de management territorial permettant d'y faire face. Pour cela, nous nous appuyons sur l'approche par les parties prenantes et la théorie néo-institutionnelle. Ceci nous permet de comprendre les contraintes fortes auxquelles les manageurs territoriaux sont confrontés. Dans cette perspective, nous dressons une typologie des interactions et des pressions auxquelles les organisations publiques territoriales sont confrontées. Puis nous menons une étude de cas sur une intercommunalité française (la communauté urbaine de Lyon).
