Vers une gouvernance pragmatiste de la gestion des risques nucléaires : la prise en compte de la sécurité gérée dans les démonstrations de sûreté

Abstract

En France, la sûreté de la construction, de l'exploitation et du démantèlement des Installations Nucléaires de Base (INB) est assurée par un ensemble de textes réglementaires obligeant notamment les exploitants à faire la démonstration, à l'ASN et à son appui technique l'IRSN, de la sûreté des activités qu'ils mobilisent sur chaque installation (Rolina, 2008). Notre travail de thèse vise à questionner et comprendre les modalités d'intégration de la «sécurité gérée» (Daniellou et al., 2009) dans la démonstration de sûreté de démantèlement d'une installation. Nous nous focalisons sur les activités de manutention, et analysons les éléments liés à la sécurité gérée de cette activité. Nous procédons en deux temps, en commençant par analyser la manière dont se constituent ces éléments dans plusieurs cas concrets d'activités de manutention ainsi que la manière dont ils sont mobilisés par le management. Nous procèderons ensuite à l'analyse d'activités et de textes situés constituant des épisodes de démonstration où la sécurité gérée est susceptible d'être prise en compte dans le dialogue entre institutions. Le travail de thèse de Rolina (2008) met en évidence qu'un «dialogue technique» s'établit dans l'activité de démonstration de sûreté à travers les interactions qu'entretiennent les experts des Facteurs Organisationnels et Humains (FOH) de l'IRSN avec leurs interlocuteurs. L'ouvrage de Dewey (1993) apporte alors des fondamentaux théoriques indispensables pour analyser l'enquête que constitue le processus de démonstration, et en particulier le «dialogue technique», avec une vision pragmatiste de la gouvernance des risques.
