Abstract

Les évolutions des politiques sociales et des politiques de l'emploi en Europe posent des enjeux complexes d'analyse : en effet, les systèmes de protection sociale et de politique de l'emploi se caractérisent par la persistance de trajectoires différenciées suivant les pays (propriété dite de dépendance du sentier) ; cependant, il faut également pouvoir rendre compte de changements innovants qui s'écartent du sentier initial.Cet article propose l'application d'une grille de lecture néo-institutionnaliste à l'analyse de la dynamique des politiques sociales et des politiques de l'emploi en Europe. A partir des travaux de North (1990), l'article se concentre sur la notion de path dependence, envisageant ses fondements théoriques et ses apports. Il ouvre ensuite sur les questions plus générales de conceptualisation du changement institutionnel. Du point de vue empirique, ceci permet de mettre en perspective les réformes nationales des années 90, ainsi que le processus de coordination des politiques de l'emploi issu du sommet du Luxembourg (méthode ouverte de coordination).
