Por quŽ el abandono escolar se ha mantenido tan elevado en Espa–a en las œltimas dos dŽcadas? El papel de la Ley de Educaci—n (LOGSE)

Abstract

Las tasas de abandono escolar en España descendieron desde el 70% en 1977 hasta el 30% a finales de los años 90, pero se mantuvieron aproximadamente en un 30% en los últimos años. Este trabajo analiza el papel de la Ley Orgánica de Ordenación General del Sistema Educativo (LOGSE) de 1990 para explicar por qué el abandono escolar ha detenido su tendencia a la baja en las dos últimas décadas. Las diferencias interregionales en la implementación de la LOGSE se utilizan para identificar si esta ley contribuyó a detener la mejora de la tasa de abandono escolar observada en años anteriores. Los resultados muestran que la introducción de la ESO (la piedra angular de la LOGSE) fue negativa para los alumnos varones y de alguna manera positiva para las mujeres. Más importante aún, la eliminación del menor nivel de formación profesional (FP-I) redujo las oportunidades de elección de estudiantes al disminuir la probabilidad de continuar con la formación profesional después de terminar la etapa de educación obligatoria. Ello probablemente contribuyó a contener la caída de la tasa de abandono escolar.
