Diferencias en la calidad del empleo público en Colombia: una comparación entre empleados de planta y contratistas

Abstract

Resumen En este trabajo analizamos las diferencias existentes en términos de la calidad del empleo entre los contratos por prestación de servicios (OPS) y los contratos de planta en el sector público colombiano. Usando la Gran Encuesta Integrada de Hogares, y aprovechando los efectos de una reforma a la contratación por prestación de servicios realizada en 2007, estimamos la relación causal entre ser contratista y la calidad del empleo. Los resultados arrojan brechas que ponen en desventaja a los contratistas en aspectos como el salario mensual devengado en el empleo principal, la percepción de empleo estable y la satisfacción con las condiciones y beneficios laborales. Por el contrario, identificamos la flexibilidad en el tiempo dedicado a las labores como la única ventaja de este tipo de contratación. La evidencia sugiere que introducir algunas modificaciones a la reglamentación sobre la contratación por prestación de servicios puede tener efectos positivos en la forma en la que los contratistas perciben su trabajo, así como mejorar la imagen del Estado como empleador. ****** Abstract This paper studies the differences in the quality of employment between short and longterm contracts in the Colombian public sector. Using data from the Colombian Household Survey and the effects of an institutional reform for short-term contracts in Colombia that took place in 2007, we estimate the causal link between short-term contract schemes and the quality of employment. Results show gaps that place short-term employees at a disadvantage in aspects such as the monthly wage earned in the main job, the perception of labor stability, job satisfaction, working conditions, and labor benefits, being the flexibility of working hours the only advantage of this type of contracts. The evidence suggests that introducing some modifications to the short-term contract’s regulations may have positive effects on the perception of short-term employees regarding their jobs and help improve the image of the State as an employer
