Abstract

The need and the difficulty of a move towards an outcome-based conditionality of foreign aid are examined with reference to the European experiment in Burkina Faso. If the principle of this new conditionality appears to be well grounded, its implementation shows the difficulty to move from the traditional instrument-based conditionality
