Analyse critique et méthodologique des données d‘éducation de l’Afrique subsaharienne

Abstract

Les statistiques relatives au secteur éducatif sont de plus en plus abondantes dans les analyses sur le développement des pays. Depuis 2000 avec le lancement de l’initiative « Education Pour Tous » à Dakar, la plupart des pays en développement ont lancé des politiques éducatives ambitieuses. Notre étude a pour objet d‘analyser la pertinence de ces politiques en détaillant la nature des indicateurs utilisés pour mesurer la performance des systèmes éducatifs. La préparation d‘une base de données sur les indicateurs éducatifs permet de réaliser des analyses précises sur plusieurs domaines tels que les années d‘éducation, l’accès, l’achèvement ou encore la qualité de l’éducation. Nous montrons que les indicateurs disponibles sont peu fiables lorsqu’ils sont utilisés sans regard critique. Par ailleurs, le recours à des indicateurs d‘accès et d‘achèvement doit se faire avec précaution, car la plupart d‘entre eux ne mesurent qu’une seule dimension des systèmes éducatifs. Notre analyse se focalise également sur les indicateurs de la qualité des systèmes éducatifs. En montrant que des incohérences subsistent au sein même des évaluations internationales sur les acquis des élèves, notre étude dresse par la suite un bilan mitigé des données disponibles sur le plan international au sujet de la qualité de l’éducation. Notre base de données permet d'évaluer la performance globale des systèmes éducatifs des pays d'Afrique Sub-Saharienne depuis 1999. Nous montrons que si certains pays ont progressé de façon significative dans l'accès ou l'achèvement de l'éducation, les progrès en ce qui concerne l'équité et la qualité de l'éducation sont plus que mitigés.
