En busca de los comunes urbanos. La gestión conflictiva de los residuos en Brasil

Abstract

Con base en las investigaciones empíricas en el área metropolitana de Vitória (Brasil), aquí analizamos la gestión conflictiva de los residuos urbanos bajo el ángulo de los bienes comunes. En efecto, la implementación del servicio público de recolección selectiva suscita choques entre los agentes (públicos y privados) del servicio municipal y los recolectores (formales e informales). Al poner de manifiesto la dinámica propia de un yacimiento común de recursos (YCR) ostromiano, mostramos que puede ser fecundo aprehender el yacimiento urbano de residuos como un YCR. Más allá de esto, la movilización de la noción de derechos de uso permite, a la luz de las iniciativas de regulación emprendidas en Vitória, considerar un servicio semi-decentralizado de los residuos.
