Abstract

[fre] Les déchets : rebuts ou ressources ? . Les déchets résultant de la production et de la consommation entraînent un coût social et des effets externes de moins en moins tolérés. Le développement de leur collecte s'accompagne de l'amélioration de leurs traitements. Aux méthodes traditionnelles de la mise en décharge et de l'incinération s'ajoute le souci d'une récupération de plus en plus poussée permettant à la fois de valoriser les résidus et de préserver l'environnement. Ainsi, des filières de traitement se constituent à partir d' une collecte sélective des résidus. De plus, l'adoption par . les industriels de technologies plus propres est de nature à réduire la quantité de déchets à traiter. . Une politique contractuelle incitative peut contribuer à favoriser l'adoption de ces techniques, dont le financement devrait s'appuyer sur des taxations tendant à responsabiliser les pollueurs potentiels, et une tarification plus élevée des processus traditionnels d'élimination. Le marché a besoin de correctifs, de "signaux forts" et d'incitations financières. [eng] Solid Waste : Scrap or Resources? . The social cost and external effects due to production and consumption waste are tolerated less and less. The development of their collection goes hand in hand with their improved treatment. Traditional dumping and incineration methods are being accompanied by the concern for increasingly sophisticated recuperation methods to optimize the use of the waste and to protect the environment. Treatment industries are therefore growing based on a selective collection of waste. Moreover, the adoption of cleaner technologies by manufacturers is liable to reduce the amount of solid waste to be treated. . A contractual policy based on incentives could contribute to furthering the adoption of these techniques, which should be partially funded by taxes to make potential polluters more responsible and partly by higher prices for traditional elimination processes. Los desperdicios que resultan de la producciôn y del consumo acarrean un costo social y ciertos efectos extremos cada vez menos tolerados. La evoluciôn de su recolecciôn va acompahada de la mejora de su tratamiento. A los métodos tradicionales de acumulaciôn para la descarga y de incineraciôn se anade el interés por una recuperaciôn que va cada vez mâs lejos y que permite a la vez valorizar los residuos y preservar el medio ambiente. Es asî como se elaboran fases de tratamiento a partir de una recolecciôn selectiva de los residuos. Ademâs, la adopciôn por los industriales de tecnologias cada vez mâs perfeccionadas en cuanto a la . limpieza, reducen la cantidad de desperdicios que se tratan. . Una politica contractual incitativa puede contribuir a favorecer la adopciôn de taies técnicas cuyo funanciamiento deberîa reposar sobre imposiciones tendientes a responsabilizar a los contaminantes potenciales y una tarificaciôn mâs elevada de los procesos tradicionales de eliminaciôn. El mercado necesita correctivos, "senales fuertes" e incitaciones financieras.
