Utilización de indicadores para la evaluación de las universidades públicas españolas: ¿existe consenso?

Abstract

La sociedad reclama la utilidad socio-económica de los resultados de la universidad y, por esta razón, las Administraciones Públicas solicitan la medición del desempeño de la institución como respuesta a esa demanda (Pérez Esparrells, 2004). Evaluar el desempeño de las universidades públicas es complicado ya que se trata de una institución multidimensional que desarrolla numerosas actividades en base a sus tres principales misiones: docencia, investigación y transferencia de conocimiento (Cerezo et al., 2008). En este contexto, el uso de indicadores es considerado un medio útil para evaluar las universidades (Grad Fuchsel, 2009). Sin embargo, aunque se proponen multitud de indicadores, existen intensos debates técnico-académicos acerca de cuáles son los más apropiados (UNESCO, 2003; ENQA, 2009), por lo que resulta indispensable sistematizar la diversidad de indicadores para obtener una clasificación rigurosa de los mismos. El presente trabajo trata de profundizar en estas cuestiones, definiendo un mapa de indicadores relacionados con las misiones que desarrolla la institución universitaria. Una vez establecida la bateria de indicadores de forma estructurada, se han validado los mismos a través del método Delphigráfico a expertos en materia de evaluación, permitiendo finalmente realizar una selección de aquellos indicadores que mejor describen y permiten evaluar el desempeño de las universidades públicas españolas. Los resultados del Delphi ponen de manifiesto que entre los gestores universitarios continúa habiendo discrepancias en cuanto a la identificación de los indicadores tanto a qué misión representan como en su tipología de input, proceso u output. No obstante, sin perder de vista las limitaciones de los resultados obtenidos, la identificación realizada por el grupo de expertos participantes en el Delphi sirve de ayuda para tomar la decisión en torno a qué indicadores deben ser incluidos en los modelos de análisis de evaluación de las universidades públicas españolas.
