Die Leistungsfähigkeit des österreichischen Innovationssystems

Abstract

In dieser möglichst umfassenden und systematischen Bewertung der Leistungsfähigkeit des österreichischen Innovationssystems im internationalen Vergleich erweisen sich von 14 grob abgegrenzten Bereichen "Finanzierung von Forschung und Entwicklung", "internationale Verflechtung", "Standortattraktivität" und "Unternehmens-FTI" als überdurchschnittlich gemessen an den führenden EU-Ländern. Die Leistungsfähigkeit der Bereiche "Forschung, Technologie und Innovation (FTI) in Klima und Umwelt", "Digitalisierung" sowie "innovationsintensive Gründungen" bleibt weit unter dem Durchschnitt. Etwas unterdurchschnittlich ist sie in den Bereichen "Effizienz", "tertiäre Bildung", "sekundäres Bildungssystem", "Geschlechtergleichstellung", "Regulierung und Steuern" sowie "Forschung an Hochschulen und außeruniversitären Einrichtungen". Allgemein rangiert Österreich (mit Ausnahmen) über dem EU-Durchschnitt, in vielen Fällen unter jenem der innovationsführenden Länder und fast immer unter dem Niveau der weltweiten Top-3-Länder. Ein Benchmarking-Fokus auf die EU und die führenden Innovationsländer der EU greift zu kurz – Innovationsleistung sollte zunehmend im weltweiten Kontext verglichen werden, um sie und ihre Auswirkungen auf die Wettbewerbsfähigkeit umfassend abzubilden.
