Die Wirtschaftsentwicklung in Österreich im Zeichen der COVID-19-Pandemie. Mittelfristige Prognose 2020 bis 2024

Abstract

Die COVID-19-Pandemie und die gesundheitspolitischen Maßnahmen zu ihrer Eindämmung legen weite Teile der Weltwirtschaft vorübergehend lahm. Die schwerste Rezession seit Ende des Zweiten Weltkrieges ist für die österreichische Volkswirtschaft damit 2020 unvermeidbar. Das reale BIP wird zumindest um 5,2%, die Beschäftigung um 1,7% zurückgehen und die Arbeitslosenquote auf 8,7% steigen. Die fiskalischen Maßnahmen zur Abfederung der Rezession und die Steuerausfälle haben 2020 einen Anstieg des Budgetdefizits auf 7,4% und der Staatsverschuldung auf 80,2% des nominellen BIP zur Folge. Unter der Voraussetzung, dass die Pandemie unter Kontrolle bleibt, sollte sich die Wirtschaft ab der zweiten Jahreshälfte 2020 schrittweise erholen. 2021 ergäbe sich dann ein Wachstum von 3,5%, die Arbeitslosenquote sollte auf 7,9% zurückgehen. Mittelfristig wird sich das Wirtschaftswachstum dem Trendwachstum (+1,1% p. a.) annähern, welches durch die Verringerung von Investitionstätigkeit und Beschäftigungswachstum infolge der COVID-19-Pandemie verringert wird. Die Arbeitslosenquote wird im Durchschnitt der Periode 2022 bis 2024 7½% betragen. 2021 dürfte die öffentliche Verschuldung einen Höchstwert von 80,5% des BIP erreichen, zum Ende des Projektionszeitraumes wird sie auf 78,5% geschätzt. In einem pessimistischeren Szenario wird für die Weltwirtschaft eine schwächere Erholung in der zweiten Jahreshälfte 2020 unterstellt. Die österreichische Wirtschaft würde dann 2020 um 7,5% schrumpfen, die Arbeitslosenquote auf 9,1% und das Budgetdefizit auf 10,0% steigen.
