Arbeitsplatzreallokation und Arbeitskräftemobilität

Abstract

Kurze Beschäftigungsepisoden spielen eine wichtige Rolle auf dem österreichischen Arbeitsmarkt. Dementsprechend ist die Arbeitskräftefluktuation höher als die Arbeitsplatzfluktuation: Der Unterschied zwischen den beiden Messkonzepten beträgt rund 5% des durchschnittlichen Beschäftigungsstandes. Die Anwendung des Konzepts der Arbeitsplatzreallokation hat deshalb eine Unterschätzung des Einflusses von Unternehmensgröße, Unternehmensalter und Personalstandsentwicklung auf die "überschüssige" Mobilität zur Folge. Größere, ältere und im Durchschnitt höher entlohnende Unternehmen verzeichnen nach Korrektur um unternehmensspezifische fixe Effekte geringere überschüssige Mobilität (Churning). Der Beitrag von neu gegründeten und schließenden Unternehmen zur Fluktuation von Arbeitskräften ist geringer ist als ihr Beitrag zur Arbeitsplatzreallokation. Die Arbeitskräftefluktuation auf Unternehmensebene weist eine höhere Persistenz auf als betriebliche Personalstandsänderungen, aber geringere Persistenz als die unternehmensspezfische Entlohnungs- und Beschäftigungspolitik. Nicht zuletzt wird die Bedeutung von Nicht-Linearitäten in der Beziehung zwischen Unternehmenswachstum, Unternehmensalter und Unternehmensgröße sowie der der betrieblichen Entlohnungspolitik und Arbeitskräftemobilität deutlich.
