Austrian Exceptionalism. Labour Market Institutions and Wage Disparity

Abstract

In der internationalen Literatur wird das Ausmaß der Zentralisierung bzw. der Koordination der Lohnverhandlungen in Österreich stark überschätzt. Die Lohnverhandlungen erfolgen nicht auf der nationalen Eben, sondern auf der Ebene der Wirtschaftssektoren und der Betriebe. Jährlich werden mehr als 400 Kollektiverträge neu verhandelt. Jede Verhandlungseinheit muss ihre eigenen Stärken entwickeln. Daraus ergeben sich große Lohnunterschiede sowohl auf der Ebene der Kollektivvertragslöhne als auch der Effektivlöhne.
