La banca central colombiana en una década de expansión, 2003-2013

Abstract

La década comprendida entre 2003-2013 en Colombia se caracterizó por ser un periodo de expansión económica, impulsada por el superciclo de los precios de las materias primas. Este libro evalúa el desempeño de la banca central colombiana durante ese periodo en los tres frentes en los que, según el mandato constitucional, debe operar: I) política monetaria; II) política cambiaria; y III) estabilidad financiera. A lo largo de este trabajo el lector encontrará una divertida combinación entre el relato histórico y riguroso de los acontecimientos más relevantes de la década de análisis y la verificación empírica de preguntas relevantes de investigación orientadas a esclarecer el grado de efectividad del Banco de la República en el cumplimiento de sus labores. El libro compila un arsenal de discusiones y reflexiones sobre el manejo de la política monetaria en una década de auge económico. Las lecciones aprendidas deben servir de base para enfrentar de mejor manera coyunturas más desafiantes como la actual, donde los dilemas de política son la regla y no la excepción: ¿Debería el Banco de la República capitalizar la alta credibilidad que ha construido en el cumplimiento de sus metas de inflación para dar un impulso a la economía en un momento en que lo necesita o es la credibilidad un fin en sí mismo? ¿Debe el rol de la banca central restringirse exclusivamente a la vigilancia de los precios? ¿Es conveniente permitir una libre flotación cambiaria en momentos de alta incertidumbre global?
