Tu felix Austria: Wachstums- und Beschäftigungspolitik in Österreich und Deutschland im Vergleich

Abstract

Österreich und Deutschland sind nicht nur Nachbarländer sondern auch in der Geschichte Mitteleuropas historisch eng verbunden - so sehr, daß Österreicher und Deutsche neben der gemeinsamen Sprache auch wichtige Grundüberzeugungen politischer, sozialer und kultureller Art teilen. Trotzdem verläuft die wirtschaftliche Entwicklung in beiden Ländern seit einigen Jahrzehnten keineswegs parallel und das nicht erst seit der deutschen Wiedervereinigung. Die divergente Entwicklung in Österreich und Deutschland ist schon seit längerem zu beobachten. Daher sind auch die als Ursachen im Mittelpunkt der Studie stehenden wirtschaftspolitischen Handlungsfelder v.a. in längerfristiger Orientierung von Bedeutung. Es ist damit der Ordnungsrahmen der Wirtschaft oder, wie man heute sagt, der institutionelle Rahmen, der in der Studie ländervergleichend betrachtet wird - allerdings nicht vollständig sondern auf drei wichtige wirtschaftspolitische Eingriffsfelder beschränkt: die Gestaltung der öffentlichen Finanzen, die Gestaltung der Bedingungen auf dem Arbeitsmarkt sowie eine Analyse von Determinanten, die für die Niederlassung ausländischer Unternehmen und die Gründung einheimischer Firmen von Bedeutung sind.
