Wachstums- und Beschäftigungspolitik in Österreich unter neuen europäischen Rahmenbedingungen

Abstract

Die EU-Wachstums- und Beschäftigungsstrategie "Europa 2020" definiert neue Rahmenbedingungen für die Wirtschaftspolitik der Mitgliedsländer. Zentral sind dabei die nationalen Ziele in fünf Bereichen der Wirtschaftspolitik (Beschäftigung, Forschung und Entwicklung, Bildung, Armut, Umwelt), der Stabilitäts- und Wachstumspakt, der Koordinationsprozess im Rahmen des "Europäischen Semesters" mit der Vorgabe von Leitlinien für die nationale Wirtschaftspolitik, der Entwurf nationaler Reformprogramme, deren Bewertung durch die europäische Ebene und ein neuer Prozess zur Überwachung makroökonomischer Ungleichgewichte. Vor dem Hintergrund einer Status-quo-Bestimmung des Kurses der österreichischen Wirtschaftspolitik seit 1995 ("enger Wettbewerbsfähigkeitskurs") wird anhand von potentiellen Ansatzpunkten der Spielraum der nationalen Wirtschaftspolitik identifiziert: Maßnahmen im Bereich der Bildungs- und Innovationspolitik, Beschäftigungs- und Umweltpolitik würden eine Verbreiterung der Wachstumsquellen bewirken, um ungenutzte Wachstumspotentiale in Österreich auszuschöpfen. In den potentiellen Ansatzpunkten gibt der neue europäische Koordinationsprozess Leitlinien vor, Österreich behält aber wesentlichen Gestaltungsspielraum und findet im EU-Prozess Unterstützung für wachstums- und beschäftigungsfördernde Reformen. Verbindlich sind die EU-Rahmenbedingungen hinsichtlich der Umweltziele aufgrund der vertraglichen Verpflichtung zur Senkung der Treibhausgasemissionen.
