Optionen einer ausgabenseitigen Budgetkonsolidierung

Abstract

Wie zahlreiche empirische Studien zeigen, hat eine Verringerung der öffentlichen Ausgaben besondere Bedeutung für die Erfolgswahrscheinlichkeit einer Budgetkonsolidierungsstrategie. Die im internationalen Vergleich hohe Staatsausgabenquote Österreichs relativ zu den strukturbedingten Ausgaben lässt auf ein beträchtliches ausgabenseitiges Konsolidierungspotential schließen. Gemäß der Untersuchung der Angemessenheit und Effizienz der Ausgaben bergen in Österreich vor allem die Bereiche Verwaltung, direkte Unternehmensförderungen, Gesundheitswesen und Pensionssystem Einsparungs- und Effizienzreserven. Während die kurzfristig wirksamen Konsolidierungsoptionen ein Volumen zwischen 1,9 und 2,9 Mrd. € p. a. haben dürften, könnten die langfristigen Effizienzgewinne bis zu 10,7 Mrd. € jährlich beitragen, vorbehaltlich weitreichender institutioneller Reformen.
