[Physical and digital accessibility of financial services at savings and cooperative banks]

Abstract

Zusammenfassung Der Beitrag untersucht den physischen und digitalen Zugang zu Finanzdienstleistungen der öffentlich-rechtlichen Sparkassen und Genossenschaftsbanken in Deutschland, um zu beurteilen, ob die durch den Filialrückbau bewirkte reduzierte Präsenz in der Fläche durch digitale Angebote kompensiert werden kann. Die physische Erreichbarkeit wird auf der Ebene der Geschäftsgebiete anhand von Merkmalen der Topographie, Siedlungs- und Altersstruktur sowie der altersabhängigen Verkehrsmittelwahl gemessen. Die digitale Erreichbarkeit wird an der Breitbandgeschwindigkeit des Internets gemessen. Eine Gegenüberstellung beider Maßstäbe für den Zugang zu Finanzdienstleistungen zeigt, dass insbesondere Einwohner dünn besiedelter ländlicher Regionen sowohl einen vergleichsweise schlechten physischen als auch einen unterdurchschnittlichen digitalen Zugang haben. In den nächsten Jahren ist ein Ausbau des Internet-Breitbandes in diesen Regionen besonders gefragt, da wegen der prognostizierten Bevölkerungsentwicklung vor allem dort weitere Filialschließungen anstehen. Jedoch hängt es von der Art der angebotenen Finanzdienstleistung ab, ob die beiden Zugangswege gegeneinander substituierbar sind. Der Vergleich zwischen Sparkassen und Genossenschaftsbanken lässt schließlich keine gravierenden Unterschiede in der physischen Erreichbarkeit erkennen. Es zeigt sich aber, dass Sparkassen – mit Blick auf die verwendeten Indikatoren zur Bewertung der physischen Erreichbarkeit – eine deutlich homogenere Präsenz im Bundesgebiet aufweisen als die Genossenschaftsbanken.
