Поддержание Занятости Работников Старших Возрастов В Странах Оэср. Перенастройка Механизма

Abstract

В странах ОЭСР в условиях старения населения перед государственными органами встает задача обеспечения экономики трудовыми ресурсами. Один из возможных путей решения этой проблемы - повышение экономической активности представителей старших возрастных групп. Важнейшим фактором участия работников старших возрастов в рабочей силе является пенсионное законодательство, регулирующее возраст выхода на пенсию, ее размер, возможность сочетать получение пенсии и работу. Однако не менее значимая причина, влияющая на положение старших возрастов на рынке труда, - это уровень спроса на эти группы работников. В странах ОЭСР на протяжении последних двух десятилетий произошла существенная перенастройка действующего механизма поддержки работников старших возрастов на рынке труда. С целью выявления наиболее эффективных мер поддержания спроса и предложения рабочей силы старших возрастов, позволивших в последние годы укрепить этой группе свои позиции на рынке труда в странах ОЭСР, были проанализированы с точки зрения результативности основные изменения в пенсионном законодательстве, направленные на расширение участия лиц старших возрастов на рынке труда, эффективность законодательных мер, запрещающих дискриминировать работника по его возрасту, а также специальные программы поддержки занятости пожилых. Был сделан вывод, что, помимо мер, направленных на расширение предложения лиц старших возрастов на рынке труда, повышению спроса на эти группы рабочей силы могут способствовать изменения в модели формирования заработной платы, а также более широкое вовлечение работников предпенсионного и пенсионного возраста в программы переобучения.Зависимость заработной платы не столько от стажа работника, сколько от его квалификации, производительности, желания постоянно переобучаться делают использование труда лиц старшего возраста экономически выгодным для работодателя и тем самым способствуют расширению занятости этой категории рабочей силы. Эмпирической базой исследования стали законодательные акты, принятые в странах ОЭСР, базы данных и аналитические материалы секретариата ОЭСР, национальные статистические источники.
