Оптимизация Размещения Взаимосвязанных Ниокр На Основе Двойного Аукциона

Abstract

ЦЭМИ РАН, Москва E-mail: kozyrevan@yandex.ru Статья подготовлена на основе результатов исследования по программе Отделения общественных наук РАН "Национальная экономическая безопасность России в условиях обострения объективных и инициированных рисков и угроз", 2017 г. Аннотация. Цель данной работы - предложить эффективное решение на основе теории умных рынков для распределения НИОКР среди потенциальных исполнителей. Предлагаемое решение - оригинальная модификация модели интеллектуального рынка, полученная в виде 2-реплики известной модели внутрифирменного рынка знаний. Показано, что 2-реплика сохраняет основные преимущества исходной модели, в том числе совместимость со стимулами. Модель позволяет сочетать элементы вычислительной эффективности и конкуренции в важном конкретном случае. Если для каждой работы существует только один исполнитель, то оптимальное решение вычисляется достаточно легко. Так же легко оптимальное решение получается для 2-реплики. В 2-реплике уже нет монополии, но зато появляется другая проблема - решение не определяется однозначно. Чтобы избавиться от неоднозначности, предлагается модифицировать модель путем введения в модель случайных отклонений при оценке своих пакетов агентами, а компенсации агентам-победителям определять по правилу второй цены. Доказано, что полученная схема выбора исполнителей совместима со стимулами. Также в работе дана экономическая интерпретация получаемых результатов.
