El impacto del gasto público sobre el proceso de migración interna: Evidencia empírica para el periodo 2002-2007

Abstract

Se estudian los determinantes de la migración interna en el Perú durante el periodo de 2002 a 2007, poniendo énfasis en el rol del gasto público. A partir de información del Censo Nacional 2007, se identifican los patrones migratorios entre regiones y se estima un modelo de determinantes de migración. Se asume que los potenciales migrantes toman decisiones comparando la región de origen con la de destino en una serie de dimensiones, incluyendo las condiciones del mercado laboral y la disponibilidad de bienes públicos en educación, salud, vivienda y transporte. Los resultados empíricos obtenidos son consistentes con la teoría económica, encontrándose una mayor probabilidad de migrar hacia regiones con mayor ingreso promedio y menores tasas de desempleo. Asimismo, se encuentra evidencia de que el gasto público afecta las decisiones migratorias de la población al ser éste informativo sobre los bienes públicos disponibles en la región de destino relativos a la región de origen.
