Pertes de bien-être et pouvoir de marché dans l'agro-alimentaire français

Abstract

[eng] Losses of Welfare and Market Power in the French Food Industry by Pascal Lavergne, Vincent Réquillart and Michel Simioni . We study the practical problems of estimating losses of welfare resulting from market power. Particular attention is paid to the specification of demand functions, the evaluation of deviations between marginal costs and prices and the calculation of Hicksian losses of welfare. We evaluate the losses of welfare for 31 French food sectors and show that the Marshallian consumers' surplus measurement is a good approximation of the Hicksian surplus measurement. However, the Marshallian loss of welfare measurement does not provide a good approximation of the corresponding Hicksian measurement. Lastly, the different approximations of the marginal cost-price deviation produce considerably different sector rankings by extent of losses of welfare. Nous étudions les problèmes pratiques posés par l'estimation des pertes de bien-être résultant d'un pouvoir de marché. Une attention particulière est portée à la spécification des fonctions de demande, à l'évaluation des écarts entre prix et coûts marginaux et au calcul des pertes hicksiennes de bien-être. Nous évaluons les pertes de bien-être pour 31 branches de l'agro-alimentaire français et montrons que la mesure marshallienne du surplus du consommateur constitue une bonne approximation de la mesure hicksienne du surplus. Par contre, la mesure marshallienne de la perte de bien-être ne fournit pas une bonne approximation de la mesure hicksienne correspondante. Enfin, les classements des branches selon l'importance des pertes de bien-être obtenues pour différentes approximations de l'écart prix-coût marginal diffèrent sensiblement.
