Betriebliche Einsatzmuster von Arbeitszeitkonten während der Großen Rezession

Abstract

Der Beitrag untersucht mithilfe der WSI-Betriebsrätebefragungen 2009 und 2010 die betrieblichen Muster beim Einsatz von Arbeitszeitkonten während der Großen Rezession. Insgesamt werden drei unterschiedliche Muster des Arbeitszeitkonteneinsatzes bei Betrieben identifiziert, die sich hinsichtlich des Zeitpunktes und der Dauer des Abbaus von Guthaben oder Aufbaus von Zeitschulden unterscheiden. Die größte Gruppe, die "Langzeitnutzer", hat Zeitguthaben während der Großen Rezession und danach abgebaut. Die "frühen Kurzzeitnutzer" nutzten Arbeitszeitkonten nur im Zeitraum während der Großen Rezession. Die dritte Gruppe, die "Spätnutzer", haben Zeitguthaben auf Arbeitszeitkonten nur in der konjunkturellen Erholungsphase abgebaut. Zudem wird gezeigt, dass es Unterschiede zwischen diesen drei Nutzergruppen im Hinblick auf den gewerkschaftlichen Organisationsgrad, die Entwicklung der Auftragslage und des Umsatzes sowie teilweise bei der Zugehörigkeit zu den Wirtschaftsbereichen gibt. Keine bzw. nur geringe Unterschiede ergab die Analyse bei der Betriebsgröße und der Zugehörigkeit der Betriebe zu West- oder Ostdeutschland.
