Költségvetési összhangzattan. Diktatúrából a demokráciába?
[Budgetary harmony. From dictatorship to democracy?]

Abstract

A szerző a Pénzügykutató Részvénytársaság által rendezett konferencia vitaindító előadása alapján készült cikkében a költségvetési-államháztartási reform megrekedésének okaira és a lehetséges kibontakozás lépéseire keresi a választ. A cikk új ajánlásgyűjtemény összeállításában látja a költségvetési reform újrakezdésének lehetőségét, amely összekapcsolja az általános egyensúly- és növekedéselméleti összefüggéseket a költségvetési politika lehetséges mozgásterének és alkalmazott eszközrendszerének kijelölésével. A ,,költségvetési összhangzattan" ebben az értelemben az igényes, színvonalas kormányzás tudományos megalapozása, a ,,corporate governance" követelményeinek alkalmazása a kormányzásra, más szóval a ,,government governance" tudománya. Az írás vizsgálja az egyensúly közeli költségvetés feltételeit, a költségvetési felhalmozási kiadásainak ,,természetes forrásait". Mint vitaindító, állást foglal az államtalanítás, a demokratikus költségvetési döntéshozatal, az átláthatóság kérdéseiben.
