Az államháztartás feladatfinanszírozáson alapuló modellje. Az államháztartási reform tartalma, az állami szerepvállalás mértékének és jellegének tisztázása

Abstract

Az államháztartás elszámolási és információs rendszerének mai magyarországi álla pota nem ad módot a közösségi gazdálkodásba vont erőforrások felhasználásának megfelelő követésére, még kevésbé annak mérlegelésére, hogy az erőforrásokkal való gazdálkodás megfelel-e valamely hatékonysági kritériumnak. Ennek mindenek előtt az az oka, hogy az erőforrásokat az éves költségvetések a végrehajtó intézmé nyekhez, s nem a végrehajtandó feladatokhoz rendelik, s ezért az egyes tevékenysé gek költségfelhasználása közgazdasági értelmét tekintve nem ítélhető meg. E cikk olyan alternatív államháztartási finanszírozási struktúrát vázol fel, amely a fenti ne hézségeken úgy igyekszik javítani, hogy a finanszírozási forrásokat a végrehajtandó feladatokhoz köti. Az új rendszer módot adna a mikroökonómiai hatékonysági szem pontoknak az állami szektoron belüli érvényesítésére, és ezáltal egy olcsóbb és ha tékonyabb bürokratikus rendszer létrehozására.
