Intézményi koncentráció és az innovációs hálózatok vizsgálata

Abstract

Bár a cikk írása pillanatában a magyarországi alapítványi egyetemek részvétele a Horizont Európa K + F + I kutatási projektekben még kérdéses, a legutóbb sikeresen lezárt négy keretprogramban (FP5-H2020) Magyarország - élükön az egyetemekkel is - tevékeny részt vállalt. E tanulmány négy, egymásra szervesen épülő kutatásról nyújt összefoglalást. A kutatásokban - vállalati, gazdasági, technológiai és az együttműködésre, végrehajtásra vonatkozó adatok felhasználásával - vizsgáltuk az intézményi koncentrációt, továbbá egy egységes élpredikciós modellt adtunk a kollaborációs kapcsolatok kialakulására. Ezen túlmenően elemeztük a végrehajtási struktúrák és a konzorciumok szerepét a teljesítések kockázatára. Valamennyi eredményünk azt mutatta, hogy a kialakuló konzorciumoknak és a végrehajtási struktúráknak meghatározó szerepük van egyrészt a későbbi együttműködések kialakulásában, a teljesítés kockázatában, de legalább ennyire jelentősek a keretprogramok által elérhető célok megvalósításában is. Tanulmányunk nemcsak modellt ad a jelenségek vizsgálatára, hanem szimulációs módszerek segítségével kimutatta, hogy milyen hatással lehet bizonyos projektcélok (például publikációs, disszeminációs célok) elérésére az, ha a döntéshozók a pályázati kiírások segítségével meg tudják változtatni a konzorciumok összetételét, valamint a végrehajtás módját.
