Abstract

A napjaink egyik legnagyobb társadalmi és gazdasági kihívását jelentő koronavírus- járvány az intézményi közgazdaságtan számára is releváns kérdéseket vet fel. Tanulmányunkban a kialakult válsághelyzet komisz problémaként való értelmezéséből kiindulva bemutatjuk a kormányzati intézkedések jellemzőit, illetve a külső keresleti és kínálati sokk közszolgáltatásokra gyakorolt hatását. Elemzésünkben arra a kérdésre keressük a választ, hogy ezek a sokkok milyen intézményi változásokat jelentettek a humán közszolgáltatások esetében. Érvelésünk szerint a válsághelyzet következtében egyfajta - sodródásként jellemezhető - változás indulhat el a kooperatív közszolgáltatások irányába. Végül felvetjük a változások tartósságával kapcsolatos lehetséges dilemmákat.* Journal of Economic Literature (JEL) kód: B52, H70, O30.
