Beruházási támogatások, újraiparosodás és a globális értékláncok
[Investment subsidies, reindustrialization and global value chains]

Abstract

A globalizáció folyamata során a nemzetközi kereskedelemben előtérbe kerültek a termelési láncok, amelyekben a csupán gyártásban részt vevő országok kevésbé járulnak hozzá a hozzáadott érték létrejöttéhez, mint az innovatív, tudásalapú szolgáltatásokat kínálni tudó országok. A 2007-2009-es gazdasági válság során az európai ipari termelésben és foglalkoztatásban összességében elszenvedett nagy veszteség után viszont az újraiparosítás gondolata széles körben teret nyert. A tanulmány ennek lehetséges sikerét taglalja a magyarországi és az európai hivatalos dokumentumok és a szakirodalom áttekintésével. Egyrészt arra a következtetésre jut, hogy bár retorikai szinten az iparpolitika erős hangsúlyt kap a hivatalos dokumentumokban, de ténylegesen az EU általános vállalkozástámogatási politikát folytat, ami összhangban van versenypolitikai elveivel is. Másrészt pedig elkerülhetetlennek látszik, hogy az EU és tagállamai a globális értékláncok működéséhez igazítsák támogatáspolitikájukat annak érdekében, hogy visszanyerhessék a válság során elvesztett világgazdasági pozícióikat. Figyelembe kell azonban azt is venni, hogy az ipari technológia átalakulásával, a digitalizációval az értékláncok is változóban vannak. Journal of Economic Literature (JEL) kód: F15, F23, F63, L52.
