L?efficienza delle strutture periferiche del ministero del lavoro e delle politiche sociali

Abstract

In questo contributo si analizza l?efficienza delle strutture periferiche del Ministero del Lavoro e delle Politiche sociali. Come altre amministrazioni centrali dello Stato, il Ministero del Lavoro e delle Politiche sociali presenta una struttura organizzativa articolata territorialmente in maniera piuttosto capillare e la periferia assorbe una quota rilevante delle spese di funzionamento e del personale. Una misurazione dell?efficienza relativa degli uffici pu? contribuire a una migliore allocazione delle risorse dal centro alla periferia e a promuovere processi competitivi orientati a un migliore utilizzo delle risorse messe a disposizione di ciascun ufficio. Vengono costruiti due modelli rappresentativi delle attivit? svolte. Il primo riguarda l?attivit? pi? rilevante e per la quale vi ? una maggiore disponibilit? di dati: l?attivit? ispettiva; il secondo comprende anche le attivit? non-ispettive di competenza delle strutture, come la gestione dei permessi di soggiorno per lavoro e la gestione delle conciliazioni monocratiche. Viene valutata anche l?incidenza dell?attivit? di riscossione delle sanzioni e il ruolo di coordinamento e di supporto delle Direzioni regionali del lavoro I risultati mostrano come le strutture periferiche del Ministero del Lavoro, siano caratterizzate in entrambi i modelli da apprezzabili livelli medi di efficienza, ma presentino graduatorie sensibilmente diverse. Al contempo, l?inclusione nell?analisi di efficienza delle strutture periferiche regionali non sembra modificare in maniera significativa i risultati. Nel modello completo, sembrano contare maggiormente le economie di scala mentre non ? possibile ravvisare una macro-area geografica del Paese pi? efficiente dell?altra. I due modelli sono analizzati tramite la tecnica statistica non parametrica Data Envelopment Analysis (DEA) con bootstrapping e confrontati, sulla con particolare attenzione alla distribuzione territoriale e dimensione dei singoli uffici. Vengono individuati i margini per un incremento di produttivit? o una riallocazione delle risorse utilizzando la slack analysis, sempre in un?ottica comparativa.
