Políticas de control de oferta de coca: la zanahoria" y "el garrote""

Abstract

El interés por evaluar la efectividad de las políticas de erradicación y desarrollo alternativo en el control de la producción de hoja de coca en Colombia ha sido creciente, principalmente porque no existe evidencia cuantitativa sobre el efecto de la gran inversión de recursos para la aplicación de las mismas. En este trabajo, se estimaron simultáneamente los efectos del desarrollo alternativo y la erradicación aérea usando datos a escala municipal en el período 1998-2002 en un modelo de asignación de áreas entre cultivos, considerando el comportamiento de los productores frente al riesgo de la actividad. Los resultados muestran que la inversión en desarrollo alternativo tiene un efecto pequeno, aunque estadísticamente significativo, en la reducción del área de coca cultivada. Un incremento de US$ 1.000 en proyectos de desarrollo alternativo reduce 0,169 hectáreas de coca. La erradicación no tiene un efecto estadísticamente significativo en las expectativas de los productores al considerar las variables área erradicada y frecuencia de erradicación. Un incremento de US$ 1.000 en los es fuerzos de erradicación reduce 0,128 hectáreas de coca, las cuales se supone serán resembradas o compensadas en otra parte dentro o fuera del municipio.
