Das Flexcap – eine innovative CO₂-Bepreisung für Deutschland

Abstract

Ein vom ifo Institut entwickeltes Konzept zur CO₂-Bepreisung mit dem Titel »Flexcap« verbindet die Vorteile von CO₂-Steuer und Emissionshandelssystem und stellt eine effizientere Lösung als die Reinform beider Instrumente dar. Ein reines Emissionshandelssystem wälzt alle Unsicherheit in Form von Preisschwankungen auf Firmen und Konsumenten ab. Die reine CO₂-Steuer wiederum gefährdet die Erreichung des Mengenziels. Beim Flexcap hängt die Menge der zu versteigernden Zertifikate vom Preis ab: Ist der Preis hoch, werden mehr Zertifikate versteigert. Ist der Preis niedrig, so werden weniger Zertifikate versteigert. Beide Anpassungen stabilisieren den Preis im Vergleich zu einem Emissionshandelssystem mit fixer Obergrenze. Mit Flexcap reduziert sich die Unsicherheit in Bezug auf Preis und Menge, gleichzeitig lassen sich die langfristigen Klimaziele erreichen.
