Kurz zum Klima: Der EU-Emissionshandel – bekannte Probleme, neue Lösungen?

Abstract

Die dritte Handelsperiode des Europäischen Emissionshandelssystems (EU-ETS) zur Vermeidung von Treibhausgasemissionen startete im Jahr 2013 und läuft noch bis einschließlich 2020. Zieht man mach Ablauf der Halbzeit der Handelsperiode eine erste Bilanz, lässt sich feststellen, dass das strukturelle Problem des EU-ETS – ein Überangebot von Emissionszertifikaten und damit einhergehend ein konstant niedriger Handelspreis – weiterhin besteht. Allerdings wurden in dieser Zeit Reformmaßnahmen auf den Weg gebracht mit dem Ziel, diesen Überschuss abzubauen. Dabei ist vor allem die »Marktstabilitätsreserve« zu nennen, die ab 2019 greifen soll, deren Erfolgsaussichten von Fachleuten aber durchaus kritisch gesehen werden.
