Dezentralisierung der Lohnverhandlungen in Deutschland - ein Weg zu mehr Beschäftigung?

Abstract

Im Januar 2005 waren in Deutschland 5,04 Mill. Menschen offiziell arbeitslos. Das entsprach einer Quote von etwa 12,1%. Für die hohe Arbeitslosigkeit werden das geringe Ausmaß der Lohnzurückhaltung, die unzureichende Differenzierung der Löhne und ihre ungenügende Flexibilität verantwortlich gemacht. Und diese beschäftigungsabträgliche Lohnentwicklung wird vor allem auf das deutsche Lohnverhandlungssystem zurückgeführt. Es stellt sich die Frage, ob über eine weitergehende Dezentralisierung der Lohnverhandlungen ein Anstieg der Beschäftigung in Deutschland erreicht werden kann.
