Balance estructural, dinámica y volatilidad de la deuda

Abstract

La estimación del balance estructural es fundamental para el actual debate sobre la viabilidad de la política fiscal como regla, ya que sirve como discriminador del déficit causado por decisiones de política fiscal y por inflexibilidades del sector público, del déficit originado por factores exógenos a ella. Además, sirve como herramienta para establecer la dinámica de la deuda pública. Estas dos características del balance estructural se presentan en este documento. De igual forma, se ilustra la importancia de estudiar no solo la tendencia de la deuda pública, determinada por el balance estructural, sino su volatilidad causada por los principales precios que la afectan, como son las tasas de cambio, de inflación y de interés.
